Mapping State Policy Responses to Human Trafficking

The report examines how all 50 states have built their legal responses to human trafficking over the past two decades. Drawing on a comprehensive database of 25 prevention, protection, and prosecution policies from 2003–2024, it highlights where states have made substantial progress, where gaps persist, and how policy priorities differ across the country—particularly the imbalance between prosecution-focused approaches and underdeveloped prevention strategies.

Federal Enforcement and Accountability Trends

The report analyzes more than 2,500 federally prosecuted human trafficking cases from 2000–2023 to assess how often and where federal anti-trafficking prosecutions occur. It explores geographic variation in prosecutions, differences by trafficking type, and patterns in victim and defendant counts, revealing how enforcement priorities shape which forms of trafficking are most likely to result in federal accountability.

Indicators of Trafficking Risk and Market Activity

The report integrates data from the National Human Trafficking Hotline, online commercial sex advertisements, and illicit massage businesses to illuminate where trafficking may be occurring beyond the courtroom. By triangulating reports from victims and community members with demand- and venue-based indicators, it identifies states with high levels of suspected activity, gaps between reporting and federal enforcement, and areas where trafficking risks may persist despite strong policy frameworks.
